Short Abstract
The path towards development for developing countries and strategic foreign policy will be transformed by artificial intelligence (AI). Most research on AI is centred around the race between China and the United States, but the countries who cannot compete will face the utmost negative shocks on the socio-economic field through job displacement, automation of unconscious bias, data colonization and threat to sovereignty. Therefore, this paper places vulnerable populations and Latin America’s concerns at the centre of research in the academic literature of AI. The latter, in an attempt to contribute to the technological foresight and analysis of social impact on developing countries, engaging new voices and prevent the exacerbation of inequality between and within countries from a historical and intersectional perspective.
